The War Merit Cross, 2nd Class Medal was Instituted in October 1939 to replace the non-combatant version of the Iron Cross 2nd Class, which was liberally awarded to over 6 million by the end of the war.

The medal was awarded to military personnel for bravery not necessarily in the face of the enemy or for exceptional service in battle.
